Decorations: Using a white paper tablecloth or kraft paper, draw some roads. Give each child a marker and let the "build" the neighborhood! After they have finished, let each one choose a wrapped car. Be ready for some fast action as they take to the streets. Your cake can be a sheet cake with the same theme: roads, cars, and the like.

Mini Race Track: Using masking tape, create two or three lanes on a smooth surface, such as the floor. Gather the race car drivers at the starting line. When the whistle blows, those on the line must push their cars as far as they can. (If it jumps the lane, they are out of the race.) The one closes to the finish line takes "First Place". You may want to award prizes for the car that went the shortest distance, the one that crossed the most lanes, etc.
